Oddjobby source offer for the unmodified libheif WebAssembly build

The files libheif.js and libheif.wasm in this directory are unmodified
copies from the libheif-js package, version 1.23.5
(https://github.com/catdad-experiments/libheif-js).

They are the Emscripten build of libheif, which includes libde265.
libheif and libde265 are licensed under the GNU Lesser General Public
License, version 3. The licence texts shipped with that package are
copied here as LICENSE and package-LICENSE and have not been changed.

These two program files are loaded at runtime as separate files. They
are not altered by the Oddjobby build.
